FINAL PUBLIC NOTICE
Christian County has applied for Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) funding through Missouri State Emergency Management Agency (SEMA) as a sub-applicant.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements, and conditions.

Special Flood Hazard Area Zone:
Per Preliminary Flood Insurance Rate Map (FIRM) community map and panel number 29043C0050C, dated 12/17/2010, the project site is located in a Zone A Special Flood Hazard Area (SFHA) (100-year floodplain). There is a potential for the facility to be impacted by future flooding events due to its location within the flood hazard area. Per the United States Fish and Wildlife Service National Wetlands Inventory, the project site is located outside of wetlands.
Proposed Work and Purpose:
Christian County proposes to replace an existing low water crossing that on average is underwater and closed three times per year. In place of the low water crossing, two box culverts, each 12 feet in width for a total width of 14 feet, and each five (5) feet in height of sufficient length to span the 20-feet wide asphalt roadway driving surface will instead be installed. This new crossing will provide a raised roadway approximately 2 ½ feet higher in elevation than the existing roadway. Additionally, the crossing’s western approach roadway will also be raised to prevent flooding from the 25-year storm. Total Cost $207,036.90.
Project Alternatives:
Alternative #1 (No action): The ‘no action’ alternative would leave the low water crossing ro remain at risk of closure and damage during high water events, increasing the risk of loss of life and property due to delay in fire and medical emergency response.
Alternative #2 (Move the structure out of the flood hazard area) This alternative is not practicable as it would discontinue the ability of the public to cross this creek without additional drive time.

Comments are solicited from the public, local, state, or federal agencies, and other interested parties to consider and evaluate the impacts of the proposed project.
